What agencies actually need from a mechanical sub
Mechanically, public work is not harder than private work. Administratively it is, and that is where most contractors fail it.
GSA & federal facilities
Project and task-order work at GSA-managed and other federal buildings, including badging, escorted access in secured areas, above-ceiling and hot work permits, and coordination with facility management staff who have their own procedures.
Davis-Bacon & prevailing wage
DIR registered. We pay Davis-Bacon and California prevailing wage determinations by classification, submit certified payroll on the required schedule, and meet apprenticeship participation requirements without needing a reminder from the labor compliance officer.
Bonding & prequalification
Bid, performance and payment bonds. We furnish bonding capacity letters, insurance certificates, safety records, financial prequalification and reference packages as part of a normal submittal — not as a scramble after a bid opening.
Submittals & closeout
Product submittals, shop and coordination drawings, schedule of values, monthly billing, O&M manuals, as-builts, TAB reports, warranties and training. Public closeout is a deliverable with its own schedule, and we treat it that way.
How we contract with public clients
We bid complete plan-and-spec packages, hold task-order and IDIQ mechanical work, and deliver design-build where the agency prefers it. We also hold preventive maintenance and service contracts with defined response times, which is often how an agency relationship starts.

We raise the problem during bidding
If a spec has a conflict, a basis-of-design unit that will not fit the space, or a sequence that cannot be built, we submit it as a clarification before the bid date. Owners and general contractors get burned by contractors who stay quiet during bidding and produce change orders at rough-in.

What agencies and GCs ask us first
- Do you hold GSA contracts?
- Yes. We perform work at GSA-managed and other federal facilities, including task order and IDIQ work, and we are familiar with the badging, escort and documentation requirements those projects carry.
- Are you registered and set up for certified payroll?
- Yes. We are DIR registered, pay Davis-Bacon and California prevailing wage determinations by classification, and submit certified payroll on whatever schedule the agency or labor compliance program requires.
- Can you provide bonding and prequalification documents?
- Yes — bid, performance and payment bonds, plus bonding capacity, insurance certificates, safety records, financial statements and references. We can turn a prequalification package quickly because it is already assembled.
- Do you meet apprenticeship and local participation requirements?
- Yes. We meet apprenticeship participation requirements and support small, local and disadvantaged business participation goals where a project sets them.
- Can you work in secured or restricted facilities?
- Yes. Badging, escorted access, background requirements, restricted photography and controlled tool policies are routine for our foremen. We plan the access logistics into the schedule instead of discovering them at mobilization.
