The Company

What kind of mechanical contractor is Cooper Mechanical?
We are a commercial and institutional mechanical contractor — HVAC equipment and central plants, building automation and controls, welded and process piping, steam systems, and sheet metal. We do not do residential work. Our clients are hospitals, life-science and therapeutic companies, government agencies, institutional campuses and owners of large commercial buildings.
How long have you been in business?
Cooper Mechanical is a third-generation family business. The same family has run it since the 1960s, and much of our crew has been with us for decades — the technician who commissioned a system is frequently the one still servicing it.
Where are you located and what area do you serve?
We operate out of Miramar in San Diego and serve San Diego County, with project work extending into Orange, Riverside and Imperial counties depending on the contract.
Do you self-perform the work or subcontract it?
We self-perform sheet metal, pipefitting, plumbing, controls, startup and service with our own crews. That is the point of hiring us — nothing gets lost in the gap between a duct sub, a controls vendor and a pipefitter, and there is one warranty and one accountable party.

Projects & Delivery

Do you do design-build, or only bid work from drawings?
Both. We do design-build and design-assist where we develop the solution and the budget together with the owner, and we bid plan-and-spec hard bid work — including public works — from completed documents. Roughly speaking, retrofits in existing buildings favor design-build, and public capital projects usually arrive as hard bid.
Can you replace major equipment while our building stays open?
That is most of what we do. Chiller plants, boilers, air handlers and control systems get replaced in occupied hospitals, labs, data centers and office towers using phased cutovers, temporary equipment, valved isolation and night or weekend outage windows. We tell you during walkthrough exactly what has to shut down and for how long.
How do you handle work in hospitals and classified spaces?
With containment and documentation. ICRA-driven barriers, negative-pressure work areas with HEPA filtration, continuous pressure monitoring, badging and escort compliance, above-ceiling and hot work permits, and turnover packages with pressure logs, balance reports and as-builts. In GMP and lab space we add change control coordination and validation support.
What is your typical project size?
It ranges from a single rooftop unit replacement or an emergency repair up through multi-million-dollar central plant replacements and multi-building controls retrofits. We also hold ongoing maintenance agreements and service contracts, which is often how a relationship starts.
Can you work with our engineer or consultant?
Yes. In design-assist we come in early to price, evaluate options and solve constructability while your engineer keeps design authority. In hard bid we build what the documents show and raise conflicts as clarifications during bidding rather than as change orders at rough-in.

Service & Maintenance

Do you offer 24/7 emergency service?
Yes, 24 hours a day including holidays, with technicians on call rather than an answering service that takes a message. Maintenance agreement customers get priority dispatch and pre-agreed rates. Anyone can call.
What is included in a preventive maintenance agreement?
It starts with an asset inventory, then a task-level program per asset class with defined intervals and acceptance criteria. Every visit produces a report with readings, not checkmarks, and you get an annual condition report with a deficiency list, budget pricing and a capital plan. Agreements can be inspection-only, PM with repair labor, or full coverage.
Can you service equipment you didn't install?
Yes, and most of what we service we did not install. We start with a baseline survey so both sides know the condition we inherited and deferred maintenance is documented separately from routine service.
Can you get temporary cooling if our chiller fails?
Yes. We size, source, rig, pipe and control temporary chillers, boilers, air handlers and spot cooling, including power coordination. The hard part is usually the tie-in location and the power, so we plan those first.

Compliance, Labor & Insurance

Are you set up for prevailing wage and Davis-Bacon work?
Yes — it is routine for us. We are DIR registered, pay prevailing and Davis-Bacon wage determinations, submit certified payroll on the required schedule, and meet apprenticeship requirements. Federal and public work has been part of our business for decades.
Do you hold GSA contracts?
Yes. We perform work at GSA-managed and other federal facilities, including task order and IDIQ work, and we are familiar with the badging, escort and documentation requirements those projects carry.
Can you provide bonding?
Yes — bid, performance and payment bonds. We can furnish current bonding capacity, insurance certificates and financial prequalification information on request.
What certifications do your crews hold?
Our supervision is OSHA 30 certified, our brazers are ASSE 6010 certified for medical gas, our welding is performed to ASME Section IX qualified procedures, and our crews are trained in infection control risk assessment procedures for healthcare work. We can provide current certification documentation for any project.
Are you licensed and insured in California?
Yes. We hold California contractor licensing for the mechanical trades we perform and carry general liability, auto, workers' compensation and umbrella coverage at limits appropriate for institutional and federal work. Certificates are available on request.

Getting Started

How do we get a proposal?
Call us or send the request through the contact form. For anything beyond a straightforward repair, a senior estimator and a service lead walk the plant together — nameplate data, run hours, control sequences, code exposure and what the facility can actually shut down. That walk is what makes the number real.
How quickly can you turn around an estimate?
Simple service and repair quotes typically go out within a few business days of the walkthrough. Plant replacements and design-build scopes take longer because they involve equipment quotes, rigging analysis and phasing — usually two to three weeks, and we will tell you the date up front.
We're not sure whether we need repair or replacement. Can you help decide?
That is a large part of our work. We have talked owners out of plant replacements when retro-commissioning and controls work solved the problem for a fraction of the cost, and we have told owners a repair was throwing money at a machine that was done. You get the condition assessment and the numbers behind both options.
